The Government has issued advice for those currently in the process of moving house during the coronavirus outbreak. The guidance can be read in full here: https://www.gov.uk/guidance/government-advice-on-home-moving-during-the-coronavirus-covid-19-outbreak

Wherever possible, moving dates should be postponed, although moving into empty new-build properties can go ahead provided the Government guidance on removals is followed.

Many developers have now closed their site sales offices and building sites to protect both consumers and staff. However, in many cases, sales enquiries are still taking place over the phone and developers and agents are keen to support home buyers where they can.

For those in Scotland, the advice differs as all construction has shut (with the exception of hospitals).
